Carroll County's Housing and Community Connections bureau presented the FY26 annual plan updates for the Housing Choice Voucher program and requested the board authorize a 45‑day public display period and a public hearing on March 12.
Staff said they continue to administer the housing choice voucher program and have prepared the plan to reflect HUD's Housing Opportunities Through Modernization Act (HOTMA) final rule. Because HUD has delayed implementation and the necessary software, staff included both pre‑HOTMA and post‑HOTMA versions for four affected chapters (income, verifications, leasing and reexaminations) so the public can comment on both the current and potential future procedures. "We have updated the language regarding our homeless preferences to clarify the language, but have not made any changes to current policies and procedures," staff said.
The board approved posting the administrative plan on the county website and making a hard copy available at the administrative office for the required 45‑day review period and set a public hearing for March 12 to consider approval to submit the FY26 annual plan to HUD.
Staff said they would hold a resident advisory board meeting and voucher briefings for affected tenants and landlords prior to final action to collect input.
