Carroll County closes in‑person hearing on Chapter 50 revisions, leaves public comment open 10 days

County staff opened a public hearing on proposed updates to Chapter 50 of county code — the county's solid waste and recycling ordinance — saying the code has not had a major revision since 2004 and the proposed draft was posted and advertised in local papers.
"This is a public hearing to elicit public comment on some extensive revisions to our solid waste ordinance," staff said, adding the draft was advertised in the Carroll County Times and posted on Carroll Connect and the county attorney's website for public review.
Commissioners discussed outreach and the need to push notices beyond posting on the attorney's site so more residents see the proposal. After no speakers appeared in person or by phone, a commissioner moved to close the public hearing and keep public comment open for 10 days; the board approved the motion.
The county asked anyone interested to review the revised chapter posted online or pick up a hard copy at the county office building front desk, and to submit comments during the additional comment window. Staff said they will return to the board after the public comment period and any further required steps under county code.
