Carroll County commissioners approve multiple procurement awards, including $715,812 switchgear upgrade

Carroll County commissioners on Thursday approved a series of procurement actions the county said are included in the FY26 budget, awarding contracts for building, road and utility work and authorizing a change order for the sheriff's office parking‑lot design.
The office of procurement recommended awarding a competitively bid contract through Omnia Partners to Graybar, in partnership with Chesapeake Mission Critical, to replace electrical switchgear at the County Office Building for $715,811.76. "This price includes all materials and labor, and this amount is approved in the FY26 budget," procurement staff said.
The board also approved a $86,690 award to Stambaugh's (term contractor) to remove collapsed corrugated metal pipe and install 30‑inch high‑density polyethylene pipe on Piney Ridge Parkway in Eldersburg. Roads staff described the location as a collapsed spot that will require about 14 days of work and a one‑lane closure; "the road will not be totally closed to traffic," staff said.
A change order of $231,867.50 to MANS Woodward Studios Inc. for parking‑lot design related to the new sheriff's office was approved after staff said consolidating design work reduced procurement costs. "These additional funds stem from parking lot design services to include design of stormwater management systems, grading, and vertical circulation," procurement staff said.
Other awards approved included: - $71,560 to HTI Contractors for replacement of cast‑iron water valve bolts and blow‑off valve assemblies at 12 locations within the Freedom District; staff said roughly one‑third of valves were installed with cast‑iron bolts and are being proactively replaced with stainless steel assemblies. - $64,630 to George Miles & Bure LLC for engineering services to complete a 2026 biological assessment study required by the Maryland Department of the Environment for the Hampstead Wastewater Treatment Plant. - $71,788.23 to Stryker Medical for a LifePak 35 cardiac monitor and accessories, purchased through a Maryland state contract; staff said 30% of that purchase will be reimbursed by a cardiac device grant and the unit replaces an existing medic unit monitor as part of a multi‑year plan.
All procurement items were presented as within budget and were approved by the board without recorded roll‑call tallies in the public transcript.
The county said projects will proceed under the schedule proposed by staff and noted lead times for equipment delivery and construction start dates where applicable.
