Public works: crews to address priority potholes, parks targeted to reopen Feb. 1; Well 10 work to resume following permit approvals

Public Works Director Joe Baloma updated the council on potholes, park repairs and Well 10 construction. Baloma said a pothole trailer was delivered and staff will deploy two to three crews beginning next week to address about 100 priority potholes created or worsened by recent storms; thereafter crews will move to a monthly maintenance cadence.
Baloma said Shields and Dolores Day parks were closed because fields remain saturated after storms; planned work includes replacing playground surfacing (rubber and wood‑chip mix) with playground‑approved wood chips, restroom cleaning and repairs, and tree trimming when soils firm. He said both parks are anticipated to reopen Feb. 1, subject to weather and field conditions.
Regarding Well 10, Baloma reported the city received two key Ventura County permits that allowed the contractor to mobilize. Temporary fencing and load mats were being installed and 24‑hour drilling is scheduled Jan. 27–30 and March 4–7; deconstruction of Well 5 and final Well 10 installation are expected by April. Baloma said this schedule puts the overall project roughly two months behind the original plan and staff are coordinating with design and construction teams to recover time in later phases.
