Procedural notes and abstentions: minutes from the prior legislative meeting were approved (15 yes, 2 abstain) with the chair explaining abstentions typically reflect members who did not attend the earlier meeting. Commissioners asked county attorney and staff questions about statutory prerequisites for authority boards; attorney Matt Harris said he would notify the comptroller’s office to confirm compliance before the authority board begins official business.
