The director of Aransas County Animal Care Services told commissioners that 2025 was marked by both operational growth and communicable-disease challenges, including a parvovirus outbreak and distemper in local wildlife.
"To date, Aransas County Animal Care Services has come into contact with 929 animals in 2025," Caitlin said while presenting the shelter's annual data. She told the court the shelter recorded 566 gross outcomes in 2025: 232 cats, 302 dogs and 32 animals categorized as "unknown," a group that includes wildlife, livestock and exotic species.
Caitlin said the shelter passed two years of surprise state inspections and has strengthened partnerships with regional rescues and professional trainers. She described outbreaks this year that affected cats (including panleukopenia and upper-respiratory illnesses) and wildlife distemper cases that can transmit to dogs.
To address owner noncompliance and reduce intake, the shelter plans to launch a Community Outreach and Compliance program on Feb. 2, 2026. The program will conduct door-to-door canvassing in priority areas to collect data on pet populations, rabies-vaccine status and licensing compliance and will integrate findings into the shelter's management software. Caitlin said the initiative is intended to be fiscally sustainable and to place the cost burden of compliance on owners. She said staff are coordinating with nearby jurisdictions and statewide humane networks on best practices.
The director also described collaboration with Gulf Coast rescue groups to boost live-release outcomes and noted the shelter's efforts to avoid housing livestock near cats and dogs after parvo transmission concerns. Commissioners asked clarifying questions about graphs and partner contributions; staff committed to clarifying legends and to follow up with corrected presentation materials before publication.
The court did not take action on program funding during the presentation; the director said the outreach launch date gives staff time to finalize documentation and a data-collection schedule.
