The Lake County Board of Supervisors on a 5-0 voice vote approved a letter opposing proposed changes to Title 15 and Title 24 that the Board of State and Community Corrections (BSCC) is considering and directed staff to include the issue in the county's 2026 legislative priorities.
Chief Monfrance, speaking for the Probation Department, told supervisors the BSCC is reviewing revisions that "are going to decrease the availability of space at all facilities in the state" and asked the chair to sign the letter attached to the agenda opposing the regulations because of the potential impact on the county's ability to house juveniles.
Why it matters: Supervisors said the proposed changes could require counties to provide more local resources for juvenile detention and related services. Supervisor Sabatier flagged both wording issues in the draft letter and broader fiscal risk, saying the county is "currently expending about $250,000" on related services and "we may be looking at up to $400,000 maximum worst case scenario" if more requirements are imposed.
The board considered two recommended actions. Supervisor Sabatier moved to approve the letter as amended; the motion was seconded and carried by voice vote, recorded as 5-0. Sabatier then moved to "direct staff to appropriately include this in our legislative priorities for 2026," a motion seconded by another supervisor and also carried 5-0.
The board opened the item to public comment and reported no members of the public were present in the room and no online comments were raised for this agenda item. County staff and supervisors also said the California State Association of Counties (CSAC) is engaged and working to limit the scope of potential changes so counties can continue operations without large new unfunded mandates.
Next steps: The chair will sign the approved letter and staff will add the issue to the county's 2026 legislative priorities so it can be tracked and coordinated with CSAC and other counties.
