The San Luis Obispo City Council voted 5–0 to approve an enhanced pedestrian crossing at South King Street that will add a hybrid beacon, emergency vehicle preemption equipment and GPS capability for fire vehicles — and to include a license‑plate reader (LPR) as part of the installation if remaining project funds permit.
Vice Mayor Francis, who moved the item, said the intersection is a Safe Routes to School corridor near Hawthorne Elementary and urged making the crossing as safe as possible: "I'd like to go ahead and move to approve item 6H with the addition that if there's room in the budget, we would like to have the license plate reader added in as part of the project installation," she said.
Technical staff assured the council the traffic signal system can support an LPR installation. Luke Schwartz, the city's subject‑matter expert on traffic signal systems, told council: "I don't see a concern with that. We've worked with SLOPD with other LPR cameras installed on streetlight poles and other things around the city." Council members heard that the one‑time hardware cost was discussed as roughly $4,000 and that annual vendor or hosting charges for plate‑reading services typically run about $3,500–$5,000 per device.
Police leadership (present in the meeting) voiced support for the tool as an investigative resource while noting policy and ongoing operational costs: LPRs capture plates continuously and can aid investigations after an incident; they are not the same as automated red‑light enforcement cameras. City staff proposed a conservative approach: include LPR hardware in the project if vendor and contingency funds remain and, if not, return to council with funding options.
Council members stressed both the safety needs at the crossing — including a prior fatality and a recent bicyclist collision — and concerns about equity and surveillance. Several members said they supported including the device where feasible but asked staff to examine policy, cost, and consistency across other beacons in the city.
The motion to approve the project with direction to purchase and install an LPR only if budgeted funds allow passed on roll call 5–0. Staff will proceed with construction and, if funds are available, deploy the LPR; if not, staff will return with options for funding or policy guidance.
