Westland approves Norwayne culvert repair pilot, work contingent on historic review

Director Campbell told the council staff identified the culverts with the most severe water‑retention problems after heavy rains and that the contractor’s work will consist of cleaning, repairing and replacing broken pipe sections as needed. The contract requires the work to be completed within 90 days after the city obtains historic‑preservation approval to proceed, Campbell said.
Council members described the work as an initial, less costly effort because the city cannot afford a full system overhaul, which staff and members described in discussion as costing “millions.” Councilwoman Sampey urged regular updates and monitoring to ensure the pilot reduces future maintenance needs.
The project was approved on the motion by Councilman Murkowski, supported by Councilwoman Baumann; the council expected work to begin in spring with in‑season constraints preventing most winter construction.
