Council approves Tyson Reserve variance to reduce front setbacks for several lots

At its Jan. 15 meeting the St. Cloud City Council approved a subdivision variance for the Tyson Reserve development (VAR24-00001) and adopted Resolution 2026-00002R.
Melissa Dunklin, director of community development, told the council the property is in an R-1B (single-family) zoning district and that the land-development code requires a 25-foot front-yard setback in that district. The applicant requested a nine-foot encroachment to accommodate southern-style front porches, proposing a 16-foot porch setback and a 20-foot front-facade setback for lots 52 through 88 because site grading limits usable backyard space.
Dunklin noted prior approvals for the subdivision construction plan (approved Feb. 19, 2024) and the final plat (approved March 10, 2025), and said staff had reviewed the variance and recommended approval. The applicant, John Dror, confirmed porches would be an option buyers choose and estimated the affected lots would be “probably sub 20%” of the total product.
Council members had questions from the public about the percentage of homes expected to have porches and whether the modification affects other standards; the applicant said concessions and amenities were included in the PUD and that the developer is open to paying into a sidewalk fund to address trail construction in the future.
A motion to approve the variance and adopt the resolution passed on a unanimous 5-0 vote. The clerk recorded Aye votes from Council members present.
