Lake County Council approves multiple salary and appropriation measures and moves forward with judgment bond ordinance (first reading)

During its Jan. 2026 meeting the Lake County Council approved multiple budget and salary measures across townships and courts and advanced a bond ordinance for judgment-related payments to first reading.

Salary and appropriations: the council approved an ordinance amending the 2026 salary ordinance (No. 1513e) to recognize positions in the Hobart Township trustee’s office; the measure passed in roll calls with votes recorded in the transcript (majorities ranged from unanimous to 6–1 or 5–1 depending on the item). Council also approved revised salary/line-item changes for criminal and juvenile court positions — including probation officer salary adjustments and new line items and appropriations for problem-solving and recovery court programs — and several transfers and reductions within grant funds to align program budgets. Where members requested more detail, staff and the county assessor were asked to return with information next month about the reassessment fund shortfall and shared data-contract charges.

Judgment bonds — first reading and discussion: commissioners introduced an ordinance authorizing the issuance of notes or bonds with a ‘do not exceed’ par amount of $7,000,000 to address judgments and settlements. Trista Hudson of Center Dalton (municipal advisor) provided an itemized estimate of issuance-related fees: county attorney ~$28,000; council attorney Costas Polidakis estimated at ~$60,000; municipal adviser placeholder $45,000; placement/underwriter placeholders (2023 levels referenced) and paying-agent fees (~$3,000); underwriter counsel ~$10,000. Hudson said the projected bond par currently looks like $6.1–6.2M and that preliminary interest pricing was priced at about 5% though it could come in lower. Council members questioned the need for outside counsel fees given in-house contracts and raised concerns about prior multi-million-dollar judgments; some proposed sending matters to trial instead of settling. The council approved the ordinance on first reading to proceed with further work and to finalize fee schedules and settlement numbers.

Other actions: council approved a new Lake County Sheriff CHIRF fund line item for overtime and associated appropriations; approved a FEMA hazardous-materials grant application; and adopted multiple planning and highway ordinance recommendations. Several appointments to boards and commissions were confirmed by nomination and vote.

Next steps: staff were directed to compile additional details on reassessment fund use and settlement verifications for the bond transaction; the council scheduled a special meeting for Jan. 29 to address some postponed items and the advertised public hearing on proposed economic incentives.
