Commission sets quorum at five, adopts clarified cancellation rules

The Anchorage Housing & Homelessness Commission on the first meeting of 2026 approved a set of edits to its rules and procedures that explicitly sets quorum at five commissioners and adjusts language about meeting cancellation.

Chair Dave Rittenberg, Commissioner, moved to amend the original packet to replace the word "majority" with an explicit quorum of "five commissioners," and to change required cancellation language to discretionary language that allows a meeting to "may be canceled" if a quorum cannot be established, with a separate line providing that if no chair or vice chair is present the meeting will be canceled after 10 minutes. Rittenberg said the edits aim to remove ambiguity about when meetings can proceed and who may cancel them.

Commissioner Jessica Parks thanked staff member Shanae (credited with drafting the edits) and commissioners debated several practical concerns: whether the body should require automatic cancellation after 10 minutes without a chair or vice chair present, how to handle temporary-chair elections when quorum is not met, and whether some consequence bullets were redundant. Rittenberg proposed striking two consequence bullets and adding clearer language about temporary-chair elections.

After amendments were proposed, a motion to amend the original motion was seconded and approved with no opposition. The commission then approved the original motion as amended. No roll-call vote totals were given in the record; the chair stated there was no opposition.

The changes are procedural and do not change commission membership or policy authority; they clarify internal operations on quorum, cancellation, and the role of the chair in cancellations. Chair Rittenberg said staff will circulate the amended language to commissioners following the meeting.

The commission moved on to informational items after the vote.
