HOPE/Hub Public Risk representatives described a process of underwriting, market outreach and risk‑services support intended to yield competitive bids and ongoing risk‑management services. A presenter said the firm had already "uncovered a savings of just over $135,000" during the market exploration and offered to waive its fee until the city either replaced or renewed coverage. Their team discussed claim‑management services, loss‑control consulting, disaster recovery support and client‑site examples, including work with Panama City to reverse a prior premium‑increase scenario.
Boyd Insurance’s vice president for North Florida presented Boyd’s municipal experience, local references and a community‑focused service model. Boyd stressed competition in the marketplace as the main driver of premium reductions and said the agency has served municipalities for decades. Boyd answered council questions about client references and captive access and argued a local, family‑run broker can offer responsive service.
