Kelly delivered extended farewell remarks, remembering colleagues and predecessors and reflecting on the responsibilities of elected office. He named specific former legislators and emphasized accountability and civility in public service: "...ask questions, but remember to get answers and hold people accountable... when you have the information, vote your conscience." He described his years in office as "a humbling experience" and thanked residents of District 1 for the opportunity to serve.
Chair Papp and other legislators offered tributes, thanked Kelly for his leadership, and presented a commemorative plaque bearing the Montgomery County seal. The legislature adjourned at 6:34 p.m.
