PUC extends performance management contract for Cabras 1 & 2 through May 2026

The Guam Public Utilities Commission voted Dec. 22 to approve a four-month extension of the Performance Management Contract (PMC) for Cabras 1 and 2 through May 31, 2026. The extension, estimated at $1.4 million (a $1,000,000 fixed fee plus ~ $400,000 reimbursables), reflects the need to keep legacy units available while Ukudu completes commissioning and until safe retirement can be achieved in line with consent-decree obligations.
PUC staff, ALJ reports and GPA representatives explained that the consent decree with the U.S. EPA requires GPA to retire specific legacy units within six months after commercial operation date (COD) of the new plant, but delays and uncertainties surrounding commissioning timelines and decommissioning contracts make a short extension prudent. The ALJ recommended approval, subject to written confirmation and coordination on EPA and consent-decree timing.
GPA said the extension preserves a contingency option and ensures continued operational expertise and safety oversight while the agency seeks to sell excess fuel and prepare decommissioning plans. Commissioners emphasized the need for written documentation from EPA and for the PUC to revisit decommissioning plans and any required contracts.
The commission approved the extension by voice vote; the transcript records the motion, second, and unanimous affirmation.
Next steps: GPA will continue contingency planning for retirement of Cabras units and present decommissioning contracts and schedules to the PUC when available.
