At its Jan. 8 meeting the Salinas Traffic & Transportation Commission voted to recommend that City Council approve an all-way (4-way) stop at the intersection of North Madera Avenue and Roosevelt Street (agenda item 25615), after staff presented a warrant analysis and a District 4 resident described safety concerns.
Staff presentation and evidence City staff explained the always-stop analysis under the California Manual on Uniform Traffic Control Devices (MUTCD), which evaluates both quantitative data (eight hours of traffic volume and collision history) and qualitative factors such as pedestrian generators and sight distance. Staff reported "8 collisions reported, within a 12 month period" in connection with the intersection and noted nearby land uses including Sherwood Elementary School, school bus stops and a park that generate pedestrian and bicycle activity.
Public comment and rationale Maria Chavez, a District 4 resident, urged the commission to act, saying multiple crashes have occurred at the intersection and that pedestrians and children are at risk. "There has been a lot of crashes, in this intersection," Chavez said, and asked for the commission's support for the always-stop installation.
Commission action and next steps Following staff presentation and public comment, a commissioner moved to recommend City Council approval of a resolution establishing the always-stop at North Madera and Roosevelt and the commission placed the recommendation on the record. The item will now be transmitted to City Council for final approval and sign installation; staff noted that, if approved by council, the city typically provides public notice and may deploy speed trailers before permanent signage is installed.
