Councilor Smith asked the committee to place a resolution that "affirms council support for transparency and accountability in law enforcement and urges all law enforcement personnel operating within the city of Portland to fully identify themselves and refrain from wearing masks," and the motion to suspend the rules was seconded and approved by roll call.
Clerk Diana recorded the 'Aye' votes during the roll call and Chair Kunal announced the motion passed and the item would be added to the end of the agenda. The resolution text itself was not considered or voted on during this session; the committee proceeded to discuss the draft ordinance and hear public testimony.
