Palm Coast City Council workshop — James Hurst, parks and recreation director, asked the council on Jan. 13 to establish a Parks and Recreation Advisory Board (PRAB) to provide community input on parks, recreation, arts and cultural initiatives and to align projects with the city’s 2023 parks master plan.
Hurst described the proposed board structure in the draft resolution as seven city residents appointed by council to two‑year terms, chaired by an internally elected chair and vice chair, and meeting monthly with minutes recorded. He said the board would advise on public‑art, capital projects, grant reviews and coordination with county and community boards.
Council concerns and direction: Multiple councilmembers said recruiting and attendance can be difficult with larger boards and suggested a smaller panel and alternates to improve quorum reliability and outreach. One councilmember recommended five members (one per district) with alternates; another proposed including a youth or nonvoting youth member for direct engagement. The council reached consensus to pursue a 5‑member board with two at‑large alternates and asked staff to revise the resolution and return with an appointment timeline and application process.
What’s next: Staff will edit the resolution to reflect the council’s direction and present the revised item at a future council meeting for formal adoption and appointment of members.
