Copperas Cove council approves consent agenda, appoints P&Z member and OKs downtown encroachment change

The Copperas Cove City Council at its Jan. 6, 2026 regular meeting approved a six-item consent agenda, appointed a replacement to the Planning and Zoning Commission and adopted an ordinance allowing limited private encroachments in the downtown boundary.
City Secretary Lisa Wilson presented the consent agenda, which included approval of workshop and regular meeting minutes for Dec. 2, 2025; a report and authorization to pay eligible expenses for the Noon Exchange Club's annual Feast of Sharing (presented by Inez Faizon Noon); Ordinance No. 2026-1 amending the capital improvement plan for FY2026–2030 (presented by Arianna Beckman, director of budget); authorization to donate a city-owned appliance to Fairview Community Church (Jeff Stoddard, parks and recreation); and authorization for the city manager to execute a contract with Matus Construction Limited for bid PW2025-03-84 for the Northwest Wastewater Treatment Plant clarification/rehabilitation project (Scott Osborne, assistant city manager/director of public works). Council approved the consent agenda on a single motion; no items were pulled for separate consideration.
Bobby Lewis, the city's development services director, told council that Jerry Cantrell submitted his resignation from Planning and Zoning Commission position 6 on Dec. 5, 2025 and that approximately six months remained in the term. Staff recommended appointing Robert Martin (application submitted under the agenda packet) to fill position 6 through June 30, 2026. Del Treadway moved to appoint Robert Martin; John Hale seconded. The council voted in favor and the motion carried.
Lewis also presented Ordinance No. 2026-2, an amendment to Chapter 17 (streets, sidewalks, public grounds) to authorize private structures to encroach up to 10 feet onto streets, sidewalks or other public right-of-way within the city's downtown boundary. He said the Planning and Zoning Commission voted unanimously on Dec. 22, 2025 to recommend approval, and staff recommended adoption to support downtown economic development. A council motion to adopt Ordinance 2026-2 passed with all members present voting aye.
Mayor Dan D'Anse then presented annual council committee assignments; Del Treadway moved to approve the assignments and the motion carried unanimously.
All formal motions recorded at the meeting passed by unanimous voice vote of council members present. The meeting adjourned at 6:32 p.m.
