Commission approves Firefighters Park ADA bid, construction oversight amendment and recommends raising tree-fee to $600

The Middleton Parks, Recreation & Forestry Commission on Jan. 12 approved a package of procedural actions: awarding a construction bid for ADA improvements at Firefighters Memorial Park, recommending an amendment to the architect’s agreement for construction oversight, and recommending a higher developer fee in lieu of planting street trees.
Award and oversight: Parks staff reported six bids were opened Jan. 7 and recommended Property Solutions Contracting LLC as the low bidder for the Firefighters Memorial Park ADA improvements. An architect from White Print Architecture said the low bid was within about $500 of staff estimates and that the firm has performed similar work for the city.
Staff and commissioners discussed the bid amount; staff read two close but different figures in the packet (one line reads $63,442 and another line $62,442). Staff told the commission the correct value is recorded in the project addendum and that the staff recommendation uses the amendment figure of $3,764 for construction oversight. The commission moved and approved the bid award and also recommended approval of Amendment No. 1 to the architect’s agreement for construction oversight, contingent on city attorney review; motions carried by voice vote and no opposition was recorded.
Developer tree fee: Separately, staff presented the developer fee in lieu of street-tree planting, explaining the fee covers the cost of the tree, stakes, mulch, delivery and planting labor. The commission reviewed a proposal to raise the fee from $420 to $600 per tree to better reflect current planting and contractor costs. Commissioners discussed plan review and watering responsibilities; the commission voted to recommend the increased fee for council action.
Procedural notes: Several items were handled by voice vote with motions moved and seconded; minutes from Dec. 15 were approved at the start of the meeting. The commission also received the attendance ordinance notice and liaison reports.
Next steps: staff will proceed with contract documents for the Firefighters Park project and forward the developer-fee recommendation to the common council for adoption.
