Koochiching County renews 5-year DNR joint-powers agreement for Rainy River boat landings

The Koochiching County Board on Jan. 13 voted to renew a five-year joint-powers agreement with the Minnesota Department of Natural Resources to support operations at Rainy River boat landings during the busy spring fishing season.
County staff said the DNR will contribute $3,000 annually under the agreement to help fund tasks such as snow removal on ramps, portable toilets, garbage hauling and site attendants; Lake of the Woods County has historically contributed $2,500 annually and staff will request the same contribution for 2026. The board also authorized staff to seek quotes and execute contracts for site attendants and to pursue the DNR and Lake of the Woods contributions to offset attendant costs.
Staff told commissioners the site-attendant arrangement has been handled by a single contractor in recent years and that soliciting quotes is expected to be more cost-effective for the county. The board approved renewal and authorized signatures; staff will send the agreement through DocuSign for the chair’s signature.
The decision is intended to keep boat landings safe and serviced during the spring fishing season and to share costs with partner agencies.
