Akron staff backs limited-hours approval for mulch operation expansion at 1669 Copley Road

Planning staff presented an ordinance recommending conditional-use approval for Akron’s Finest Mulch to retain an expanded mulch operation at 1669 Copley Road. The expansion includes a grinding stockpile, brush pile and two mulch stockpiles and a leaf drop-off area; staff said the activity is on land formerly farmed and recommended conditions including a stormwater pollution prevention plan and limiting noise-producing activities to 8 a.m.–8 p.m.
Operator Mario Halasa testified that the facility is a Class 4 composting operation that accepts only wood waste (no food waste or manure). He said environmental compliance documentation from the Summit County Environmental Health Division and Ohio EPA supports operations. Halasa told the committee that neighboring drainage complaints stem from a collapsed culvert on adjacent property and suggested the city dredge or reopen the culvert; he said his operation uses best-management practices such as filter socks and drain bladders to keep mulch out of drains and that material is moved off-site on a yearly basis to reduce odor.
Staff and the petitioner said permitting and inspections are in place and the planning department supports approval with the recommended conditions.
Next steps: the committee recommended a report to council; any conditions and the stormwater plan will accompany final approval documents.
