Kerrville, Texas — Kerr County’s Commissioners Court approved financing and budget actions Jan. 12 to acquire a tractor and shredder for the Kerrville‑Kerr County Airport and gave conditional approval to a John Deere Financial lease agreement pending final contract review by the county attorney.
Airport staff said the airport previously budgeted $40,000 annually for mowing services and will apply a portion of that line to cover the first year of the lease and operational costs (fuel, insurance), moving roughly $30,000 into capital to cover year one. A preliminary lease quote presented in court was approximately $92,000 for a four‑year term with total monthly payments close to $2,000; the airport reported the county’s share would be about $1,000 per month and the city would cover the remaining $1,000. County officials clarified that John Deere’s final lease document — including VIN, exact amounts and interest rate — had not yet been delivered; the court conditioned approval on county attorney review and a not‑to‑exceed figure discussed in court.
Commissioners discussed the county’s legal authority to amend the adopted FY2025–26 budget and the process for moving money from lawn maintenance to the capital account. The county attorney confirmed a line‑item transfer is allowable when funds already exist for the purpose. The court approved the obligation of debt and the budget amendment and granted conditional approval of the lease pending final contract review.
Quote: "As soon as I receive the actual lease itself with the VIN number and everything on it and the actual amounts, I'll present it to the county attorney," the Airport Director said.
Next steps: County staff will present the final lease to the county attorney for review and return to the court if material changes appear. The airport director said the airport expects the lease paperwork by noon the same business day and will update the court.
