The Emmons County Board of Commissioners voted unanimously to approve a set of reclassifications and pay-step adjustments for the county road department after a special meeting dominated by discussion of training, job descriptions and budget impacts.
Russ, the county road superintendent, presented the proposal and told the board he had worked with HR to align steps and responsibilities. "I take full responsibility again for this confusion that's being placed here," Russ said, adding that the changes are intended to "step by step transform someone else into John's position" to maintain continuity as longtime staff retire.
Tanya Wyler, the county's HR liaison, joined by phone and said she "fully support[ed] and understand[ ] the changes" while urging the board to preserve the integrity of the county's approved pay plan and to document job descriptions and qualifications tied to any promotions.
Commissioners pressed several practical points during the discussion, including whether proposed promotions hinge on obtaining commercial driver licenses and whether the plan would require new budget appropriations. The superintendent said the reclassifications can be implemented within existing budgeted funds and that some employees hold permits while others are still completing hours toward a full CDL.
The board's action incorporated specific amendments proposed by a commissioner: move Gar(r) Schmidt to Grade 8, Step 8; move John to Grade 8, Step 8; and move Mike Kelch to Grade 8, Step 2. The motion was seconded by Commissioner Miller and approved on a roll call: Mister Gardner—Aye; Miller—Aye; Vandiverst—Aye; Maybrumm—Aye; McCarrie—Aye. The chair announced, "Motion carried 5 0."
During debate some commissioners warned that large step increases for less‑experienced employees could set a precedent and raise morale concerns among longer‑tenured staff. One commissioner summarized the concern: giving "some pretty substantial increases to 3 guys" without full CDL verification could "ruffle some feathers" among other employees. Russ and HR said there would be documented pathways and that job descriptions and evaluation forms would be completed to clarify qualifications and expectations.
The board also discussed the sign department's responsibilities, training requirements and liability implications. Commissioners encouraged creating formal job titles and conducting interviews or establishing clear promotion processes before expanding the role, rather than making ad hoc promotions outside the budget cycle.
The board concluded the special meeting by asking HR to work with the superintendent to formalize job descriptions and implementation steps; the motion passed with a unanimous 5-0 vote. After the vote, the chair thanked Tanya Wyler and adjourned the meeting.
The county will rely on HR and the superintendent to produce job descriptions and a timeline for implementation; no additional appropriation was announced at the meeting.
