Council adjourns to closed session to discuss personnel matters

At an emergency special meeting Friday morning, an unidentified council member moved that the council adjourn into a closed session to discuss personnel matters under state law.

"I'd like to make a motion to adjourn to close session under the statutory authority of the Maryland annotated code, general provisions article 3 dash 3 0 5 b 1 to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance of the performance evaluation of the employ appointees, employees, or officials over whom this public body has jurisdiction or any other personnel matter that affects 1 or more specific individuals," said an unidentified participant who made the motion (transcript label: Speaker 3).

The motion was seconded by another meeting participant (transcript label: Speaker 1). The city clerk confirmed a quorum, stating, "We do have a quorum this morning for today's meeting," and listed attendees present online, including Mayor Adams. A verbal "Aye" was recorded and the presiding officer announced "motion carries," after which the body adjourned to closed session.

The motion invoked Maryland statutory authority that allows public bodies to hold closed sessions for discussion of specified personnel matters.
