The Havre de Grace City Council on Jan. 5 adopted Ordinance 1215 on first reading, accepting a $25,000 Main Street improvement program grant awarded by the state of Maryland. The ordinance passed by roll call, 5–0.
Council member Ellis explained the budget amendment allocates $20,000 toward part‑time personnel costs for a Main Street coordinator and $5,000 for events, promotions and marketing; the grant requires no city match and simply places the funds in the appropriate accounts.
The council recorded a roll call vote with Council members Boyer, Shanegas, Boker/Bowker, Ellis and Council President Ringstacker voting yes. The ordinance was introduced and then adopted on first reading; the council set a public hearing for the ordinance at the next council meeting on Tuesday, Jan. 20 at 7:00 p.m.
The action was procedural acceptance of a state grant to support downtown Main Street activities and staffing; follow‑up will include the public hearing and any subsequent second‑reading actions required by the city charter and procedural rules.
