Council accepts supplemental hearing report in MPM RXVIM LLC appeal; applicant still below licensing threshold

The Roseville City Council on Nov. 11 accepted a supplemental report from the hearing officer in the appeal by MPM RXVIM LLC of the city's recreational marijuana licensing decision.
City Attorney Mister Thomas explained the supplemental report found additional points that could be awarded, increasing the applicant's score from 59.2 to an adjusted 60.7. Thomas said that even with the recommended additional points the applicant remained below the threshold required for eligibility under the city's scoring system.
Thomas reviewed the evaluation principles used in the original license review, including application sufficiency; compatibility with surrounding land use and traffic; outreach and planned physical improvements; the applicant's record of any acts detrimental to public health, safety or welfare; demonstrated financial capacity and business experience; and prior licensing success. The hearing officer's supplemental recommendations adjusted scoring in some categories but did not change eligibility.
Councilman Tisa moved to accept the supplemental report and recommendations; Councilman Knox supported the motion. Council voted 'Aye' and the motion carried. The acceptance implements the hearing officer's revised scoring but does not grant a license because the adjusted score remains below the city's threshold.
