On housing, staff reported that JAG secured approximately $980,000 from a ballot or Proposition funding stream described in the meeting as “Prop 123” and that modular housing units are being scheduled for closing and delivery early next year. Public works, airport and parks staff provided operational updates; staff noted the county did not receive an EPA recycling grant sought earlier in the year.
Human resources and finance process changes were also highlighted: payroll duties were restructured to provide separation of functions, benefit administration was centralized, and the county completed multiple audits and budget work for the year. Candace said staff will continue to refine processes and work toward a clearer multi‑year vision for county projects in 2026.
Commissioners thanked staff for the work and encouraged pacing and prioritization next year. Several chairs expressed interest in new visioning sessions and a stronger briefing schedule on capital needs.
