Commissioners pull $4.5 million back from courthouse renovation, approve smaller interim funding

After an executive session limited to negotiation strategy and attorney‑client advice, the Lake County Board of County Commissioners amended its courthouse renovation financing and adopted Resolution 2025-40 to partially reallocate previously committed funds.

County staff had reminded the board that the project environment has changed since the original 2024 plan and asked the board to reconsider a $5,000,000 general‑fund commitment pending audited year‑end numbers and further planning. “I’d love to get our '24 audit ... and I'd love to get our '25 audited numbers pretty close, which that should be in July so that we know exactly what we're working with,” Candace Bryant said in presenting options.

Commissioners debated alternatives — reducing scope, phasing the work, broadening to a different facility, or doing nothing while they develop a capital asset management plan. After discussion, the board amended Section A of the courthouse resolution to reallocate $4,500,000 from the courthouse renovation fund back into the general fund and to leave a smaller committed sum available for immediate needs. The amendment was approved unanimously.

The board then adopted Resolution 2025-40, described in the meeting as approving transfers from the courthouse renovation fund and adopting a 2025 supplemental budget. The board also agreed to an interim appropriation to allow staff to continue planning work and to provide quarterly spending memos so the commissioners can track expenditures and decisions before making a long‑term commitment.

The action reduces the county’s short‑term committed draw on reserves while keeping staff authorized to continue necessary planning and limited work. Commissioners said they want a clearer capital plan and audited fiscal numbers before making a multiyear commitment that could shape county spending for decades.
