Committee hears division reports: parks, highways, facilities and human services updates
Summary

Parks (Speaker 2) highlighted playground replacement work (Old Settlers complete; Brightendale Area 2 next), a facility condition assessment for the Kemper Center that is being finalized, shoreline repair design entering in 2026 and planning for a new maintenance shop at Petrifying Springs Park because the current shop is nearly 100 years old. Speaker 2 also said a full-time maintenance position will be posted.
Highway operations (Speaker 4) reviewed winter operations training, OSHA training, equipment procurement delays due to supply-chain and builder-queue issues, and recent projects including a reopened County Trunk Highway bridge on the county’s south side and work adjacent to Uline’s campus. Speaker 4 said the county hired a new civil engineer and has a handful of vacancies remaining.
Facilities (Speaker 8) outlined several projects: completion of Brookside Kitchen flooring and ongoing mechanical installs, a completed parking lot at KCDC, emergency panel modifications at KCDC and PSB, and a bundled security package for KCDC (secure lobby, isolation room, secure doors) with bids awarded but long lead times on security doors. Facilities is also reviewing roof and sealing work on the communications building.
Human services (Speaker 5) reported that the planned July transition for job center employees into Human Services is on schedule with temporary heating and interior work underway; KCC remodel plans (~60% complete) are being refined to support the space as a backup Emergency Operations Center with sound and acoustics work under evaluation.
