Hawaiʻi Community Development Authority adopts staff findings for Kahulu development with marketing and housing amendments

The Hawaiʻi Community Development Authority adopted HCDA staff’s findings of fact, conclusions of law and decision for a development permit for the Kahulu project after amending staff recommendations, the authority recorded at its decision‑making hearing beginning at 11:14 a.m.
The motion — read into the record by the chair — accepted the applicant’s Exception A with an added one‑year time period in addition to the sales trigger and accepted Exception B, which eliminates a staff‑requested affordability study by deleting specified staff language. The motion also incorporated staff’s revised language for DNO No. 5 requiring the applicant, Gentry, to submit an updated reserved‑housing marketing plan. As read by the chair, the amendment requires that “Gentry shall submit an updated marketing plan, including sample print and online marketing materials and resources for executive director review and approval.”
During a point of information, a member asked whether that language gives the HCDA executive director approval authority over Gentry’s marketing materials. The chair confirmed that the amendment does require executive director review and approval.
Member Evans moved the amended adoption and it was seconded. The executive director conducted a roll‑call vote; the motion carried, recorded as nine ayes, zero nays and no excused absences. The executive director read the individual votes in favor as Member Evans, Member coordinator, Vice Chair Xi, Secretary Lidstone, Member Miranda Johnson, Member Anderson, Member Streitz, Member Duvoiselle and the Chair.
Following the vote, the chair closed the public hearing at 11:18 a.m., thanked attendees and announced a five‑minute recess before the meeting moved to the next agenda item.
The authority’s action modifies the staff recommendation in several ways and final implementation will follow HCDA procedures, including the applicant’s obligation to submit the marketing materials for executive director review. The permit identifier was read into the record as “k a l 20 5 dash 0 1 0” for the Kahulu project (as stated at the hearing).
