Commission appoints nine charter members to new Planning/Resilient Commission

Emmons County commissioners unanimously approved a motion to appoint nine charter members to a new Planning Resilient Commission and set the appointments to become effective Jan. 1, 2026.

Speaker 11 read a slate of names representing city and county seats and moved to accept the list; Speaker 3 seconded and the motion passed by voice vote. Commissioners discussed staggered terms and an approach that would align some members' terms with election cycles so board continuity is maintained.

Speaker 7 said the commission is intended to provide clearer planning guidance and to be a resource for future project reviews and public hearings. "These are the kind of things that give us a vetting time," Speaker 7 said, describing the commission's role in reviewing permit applications before they reach the county commission.

The board discussed term lengths (two- and four-year options), the expectation that the planning commission will hold public hearings and provide recommendations, and practical steps for initial organization. Commissioners agreed the appointees should be given time to organize in January 2026 and that the planning commission would review conditional-use applications and submit recommendations to the county commission.

Next steps: the county auditor was directed to publish the appointments and notify appointees; the planning commission will be invited to meet and prepare for organizing and for upcoming reviews.
