Custer County moves $48,000 into emergency services to fund evacuation study

Custer County commissioners on Nov. 26 voted to transfer $48,000 from the general fund into the emergency services fund to pay for an evacuation study and community wildfire protection plan (CWPP) to be conducted by Ladder's Technologies.
The board approved budget resolution 25-48 after a motion describing the study as a joint request from the sheriff's office, the county emergency manager and the Wet Mountain Fire District. "This was a study that was largely asked for by the sheriff's department," a commissioner said during discussion, noting the study will inform evacuation planning.
Finance staff also ran through accounts-payable items for the month and the board accepted the AP report. Noted line items included $32,737 for assessor software, $9,798 for election-related mailings, $84,281.23 for the 2024 audit split across departments, $26,235 for Road & Bridge materials, $10,000 for AEDs (Avive Solutions) and a $51,450 allocation toward the Ladder's CWPP study; the total presented for payment was $364,484.93.
Chair Bill Candid identified the transfer and the AP motion during roll call and called the voice votes that approved the measures. "I am Bill Candid, Custer County chairman of the board of commissioners," he said at the opening and presided over the votes. Commissioners said they will continue to monitor related budget lines, including liability and insurance increases that staff reported earlier in the meeting.
Next steps: the county will work with Ladder's Technologies to begin the evacuation/CWPP study and will reflect the approved transfer in county financial records. Commissioners also scheduled a Dec. 15 meeting to adopt the broader county budget.
