Vendor pitches time-and-attendance layer to feed Hawaii Pay; ETS agrees to follow up

A vendor representative asked the IT steering committee to consider a dedicated time-and-attendance layer that would feed the state’s Hawaii Pay payroll backbone and reduce manual rekeying, errors and off-cycle payroll corrections.
"The time data feeding that backbone is often coming from manual timesheets, spreadsheets, or a patchwork of local solutions," said Daniel, a representative of Andrews Technology, during the public-comment portion of the virtual meeting. He said his firm’s platform would capture time once, flow it cleanly into Hawaii Pay, and support complex public-sector rules for public safety, dispatch, DOT crews and mixed-union environments.
Daniel described capabilities his firm would demonstrate in a follow-up working session: mobile time capture with optional GPS/geofencing for crews, a rules engine that models collective-bargaining overtime and differential rules, and integrated accrual and leave management so balances are accurate "across agencies." He also proposed quantifying the expected impact in errors avoided, hours saved and reduced risk.
Chair Christine Sakuda thanked the speaker and said ETS would treat the pitch as an action item: staff from ETS’s IT governance group will follow up with the vendor to schedule a demonstration and review a real use case. The vendor provided contact information in the meeting chat.
The exchange was testimony and a vendor proposal; no procurement decision or contract award was made at the meeting. ETS staff identified Glenn as the intake contact for committee feedback and follow up.
