Montezuma County board reappoints two PNZ members, keeps board assignments and hears staff reports

The Montezuma County Board of County Commissioners on Jan. 6 reappointed two planning and zoning commissioners, confirmed an existing county representative for the Southwestern Water Conservation District and received several staff updates.
The board reappointed Mike Lynch and Ted Neargaard to three-year terms on the Planning and Zoning Commission after staff said both incumbents had indicated willingness to serve and the openings had been publicly posted per county procedure. The board also moved to keep all board and chair appointments the same for 2026 as they were in 2025.
Commissioner Copen Hafer was approved as Montezuma County’s representative to the Southwestern Water Conservation District Board for a three-year term after the appointment was pulled from the consent agenda and considered separately. County staff signed documents including an exemption resolution and an MILR for Pleasant View Fire covering 1.5 acres for a new substation, and presented a mylar from a recent boundary-line adjustment for signature.
County Attorney Tarnowski reported a long-time legal assistant’s retirement after 16 years and said staff are preparing briefing materials for an upcoming filing in a case involving Leaf Properties; he also noted notices of appeal in several land-use trials and an anticipated federal trial schedule related to a jail/death case. The attorney and staff said they will meet with the Health Department about septic-system problems, and the county will explore enforcement options, including potential public-nuisance charges, where conditions meet criminal criteria. Road and bridge staff hired Heath Higgins as lead foreman and commissioners discussed regional pipeline safety and replacement challenges highlighted at a recent 6-by-6 VOC meeting; La Plata County’s long-running fuel-line cleanup was referenced as context. Clerk Ken Purcell told the board the county motor vehicle office will be closed Monday, Feb. 16, for a software update and hoped to reopen Tuesday pending issues.
