On the floor the clerk read messages and bills including, among others: SB 116 (data center impact analysis and report), SB 121 (vehicle noise abatement monitoring pilot and inspection program), SB 149 (climate change adaptation and greenhouse gas study and reports), SB 157 (Maryland disability service animal program), SB 168 (confined aquatic disposal cells moratorium), SB 177 (local food purchasing program in public schools), SB 455 (security guard agency appointments), SB 655 (courts AI evidence clinic pilot), SB 691 (health care ecosystem cybersecurity work group) and SB 909 (energy resource adequacy and planning). Vote tallies announced on the floor included: SB 116 (109-21), SB 121 (92-38), SB 149 (94-36), SB 157 (123-7), SB 168 (131-0), SB 177 (126-5), SB 455 (131-0), SB 655 (125-7), SB 691 (124-7), SB 909 (94-37). Many of these were returned to the Senate "herewith having been enacted under Article 2, Section 17 of the Maryland Constitution," according to floor messages.
Most of these items were treated procedurally on the floor with the clerk announcing the roll-call result and the presiding officer ordering the message transmitted. The measures cover a range of policy areas — education procurement, environmental moratoria, disability-related programs, court pilots for artificial intelligence evidence clinics, cybersecurity work groups and energy planning — and will proceed to implementation and administrative rulemaking as required by their statutory language.
