Highlands board approves Conveyors stop-loss recommendation after steep renewal quotes from incumbent carriers

Renewal quotes he read aloud included a Florida Blue renewal at about $900,000 (an increase of roughly $400,000), a Florida Blue variant with a $1,000,000 "laser" at approximately $692,000 (about $210,000 higher), a Conveyors proposal at about $579,000 (roughly +$100,000), and a final bid at about $737,000 (roughly +$255,000). Leftbridge said the Conveyors quote represented the most manageable increase among the bids presented.
Board members asked questions about vendor experience and contract terms. Leftbridge said Fleet solicited bids from 18 companies but received only a few responses and that Fleet had worked with Conveyors for other districts. One member asked whether the selected proposal required a laser; Leftbridge replied it did not. A staff member named Shannon said she had not yet seen the signed contract or the "black and white" contract language and the board asked that the contract be provided to Shannon for legal review before execution.
A board member moved to accept Fleet’s recommendation to select Conveyors for the district’s stop-loss coverage for the coming year; the motion was seconded and included the condition that the board attorney review and approve contract language. The clerk called the roll: Mister Radonski—Yes; Mister Whiting—Yes; Missus Howington—Yes; Mister Martin—Yes; Doctor Turan—Yes. The chair stated, "Motion carried." The motion authorizes staff to proceed with Conveyors as the recommended stop-loss carrier pending attorney approval of final contract documents.
