At the start of the meeting, a county official read the resolution recounting the response: “Deputy Shivers and [the other deputy] were near the subject when he discharged the weapon. Without hesitation, Deputy Shivers and [the other deputy] descended upon the subject and immediately started medical aid,” the reading said.
The resolution says the subject discharged the firearm into his shoulder, severing the subclavian artery, and that medical personnel were delayed several minutes while the deputies applied life‑saving techniques. The board commended the sheriff and the department for “extraordinary bravery and selfless devotion” and presented the deputies with life‑saving awards.
The board’s public remarks credited regular training and county support for equipment and pay. No formal motion on funding or operational changes accompanied the recognition; the action was a ceremonial resolution recorded in the minutes.
The board also used the recognition to note the value of local law enforcement training as part of overall public safety planning in Rankin County.
