The Rankin County Board of Supervisors on Dec. 15 approved several conditional‑use permits across the county, taking action on short‑term rentals, an accessory dwelling, a manufactured‑home hardship and a surface‑mining request.
A conditional‑use permit for a short‑term rental at 411 Pelican Way (applicant Juan Pablo Munoz) was approved with standard permit conditions imposed by staff: no parking on the public street; waste containers removed after pickup; occupancy rules posted; retention of occupant records for five years; a one‑year permit term subject to reapplication; and a prohibition on on‑site commercial activity. Jerry moved to approve and Brad seconded; the board voted in favor.
The board approved an accessory‑dwelling permit for Joseph Lindsey to place an 1,800‑square‑foot dwelling for elderly parents on a 5‑acre R‑1 parcel after staff confirmed septic and proximity requirements; Steve moved to approve and Dr. McLeod seconded. Kenneth Kirsch received a hardship permit to place a manufactured home adjacent to his sister’s home after he provided medical documentation and health‑department approval for a second septic system; the board approved the request with the standard hardship conditions that accompany accessory and manufactured‑home permits.
Separately, the board granted a conditional use to Joe McGee Construction to mine roughly 40 acres of a 103‑acre parcel on Highway 43 South, subject to usual operational conditions (hours of operation, dust‑control water truck on‑site, daily road‑cleanup responsibilities, armored 200‑ft gravel ingress/egress for mud control, and restrictions to the specified 40‑acre site). The board added a special condition that the permit remains contingent on the company being awarded the economic‑development contract tied to the project.
A small cabin on Pilahatchee Lake (approximately 700 square feet) operated by Lance Stevens / Robert Graham Jr. was approved for occasional short‑term rental with house rules (renters 25+, quiet hours 10 p.m.–7 a.m., no open flames on decks, maximum occupancy of four) and application of the county’s standard short‑term rental conditions.
Each approval was recorded by motion and vote at the Dec. 15 meeting; in several cases staff noted that final site plans, operational details and inspections will be required before full operation.
