Rio Blanco County’s Board of County Commissioners voted Dec. 9 to award a contract to vendor Revise to replace the county’s current website and revamp its public‑facing tools.
County staff said the proposal from Revise includes a modern, integrated agenda app, ongoing ADA compliance scanning up to four times per year, and remediation support for up to 250 PDF pages during the first year. At the meeting, Revise representative Sean Stewart told the board the typical timeframe for a custom site is about six months and that Revise could complete development within the county’s target schedule.
Commissioners discussed costs and procurement details. Staff explained that 32 firms bid, with a wide range of proposals that were not strictly comparable — some low bids excluded hosting or compliance monitoring. The county administrator noted the contract payment plan proposed two‑thirds up front (to be reflected in 2025 funds) and the final third upon completion, with quarterly extensions available if needed.
The board approved the motion after adding a friendly amendment to incorporate an attorney‑supplied addendum to the contract; the county called the roll and approved the award.
The contract change follows the county’s concerns about the incumbent platform’s back‑end usability and a desire for improved transparency and searchability for agendas, packets and records. County staff said the Revise package includes a form builder for permit and application workflows and features to surface meeting details (maps, Zoom links, and notices) that staff expect will reduce constituent questions.
Next steps: county staff will finalize the contract language (including the attorney addendum the board requested) and begin implementation with the vendor, with approval language specifying the payment schedule and a target completion in mid‑year.
