The Rio Blanco County Board of County Commissioners on Jan. 13 approved a series of 2026 appointments and routine contracts and set the county's regular meeting schedule for the year.
By voice and roll call the board appointed Kelly Scrunchfield as chairman of the Rio Blanco County Commissioners Board effective immediately and approved Jennifer O'Hearn as Chairman Pro Tem for 2026. The board also ratified the appointment of Rose Piguisi, Esquire, of the Law Office of Rose Piguisi, LLC, as the county attorney and approved BTR Law LLC as the Department of Human Services county attorney for 2026 pursuant to referenced state statute.
Commissioners approved multiple committee and board assignments including representatives to AGNC, the county investment committee, the Northwest Transportation Planning Commission, e‑911 boards for Meeker and Rangeley, the Rangeley Development Corporation, the Yampa White Green Basin Roundtable and other 2026 appointments. They set regular county meetings for 2026 on the second and fourth Tuesdays with the second‑Tuesday meeting held at the Rio Blanco County Historic Courthouse, 555 Main Street, Meeker, and the fourth‑Tuesday meeting at the Rio Blanco County Annex, State Highway 64, Rangeley.
On contracts and service agreements the board:
• Approved a modification extending the assessor contract with Value West Inc. through Dec. 31, 2026.
• Approved an assessor contract with Digital Map Solutions LLC.
• Authorized the 2026 Rio Blanco County Landfill scope of work and contract with Souder Miller & Associates.
• Approved a task order (RBCD‑SGM005) under the master agreement with SGM Inc. for inspection and load ratings on selected county "minor bridges" (structures under 20 feet) with the contract amount not to exceed $43,800.
• Approved the 2026 USDA APHIS Wildlife Service contract following a prior work session with program head Justin Ewing and local ranchers who voiced support.
The board also approved a ratification of a letter supporting the state's appeal of a major disaster declaration related to August flooding and adopted several resolutions designating county depositories, setting office hours and naming the Rio Blanco Herald Times as the county's official newspaper.
Most motions were moved, seconded and approved by roll call; one AGNC appointment recorded abstentions by two members. The meeting recessed at 12:19 p.m. for an executive session scheduled for 1 p.m.
