Brenda Martin presented the policy, explaining that it requires each campus to adopt procedures and certifications to avoid procurement or use of prohibited equipment — examples cited included certain cell phones, tablets, routers and surveillance devices — and describes the role of campus parties and the system export control office in ensuring compliance. "As a recipient of federal funding, SIU must comply with the Section 889 requirement," Martin said.
After questions from trustees about campus responsibilities and export control coordination, the committee moved, seconded and approved the item by roll call vote. The committee presentation stated the policy is intended to protect federal funding streams by ensuring campuses do not use or purchase equipment from entities on the federal restricted list.
The committee vote was recorded by roll call (yes votes from present trustees were recorded in the minutes) and the item passed. The policy will be posted and implemented at campus level in coordination with the system export control office.
