Pitkin County planning commission signs off on final Vision 2050 draft, sets schedule for public referral

Ellen, a county planning staffer, told the Planning & Zoning Commission on Dec. 16 that the session was the sixth and final work session for the comprehensive-plan update known as Vision 2050 and outlined a referral-and-hearing schedule that will push a final draft to caucuses and municipalities in January and to public hearings in March.
The presentation summarized revisions from the Aug. 15 draft now captured in the 12/16 packet and emphasized that staff will review recent late comments from groups including Roaring Fork Safe Passages and the Maroon Creek Caucus before finalizing the document. Ellen said the implementation matrix accompanying the plan will function as a living work plan that prioritizes code updates, programs and interagency partnerships.
Why it matters: The plan sets policy direction for land use, natural-resource protections, housing and climate action across Pitkin County. Staff flagged several near-term code priorities—particularly water‑related regulations, floor‑area controls and updates to the transferable development‑rights program—that will shape future development approvals and code amendments.
Commissioners who spoke praised the public engagement and asked for clarifications on defined terms and code implementation. Several commissioners pressed staff to make sure definitions for terms such as redevelopment and substantial remodel would be carried through from policy to the code so the plan’s intent can be translated reliably into enforceable regulations.
Staff said the county will consolidate comments in January, refer the final draft to caucuses and partners, hold a work group meeting in February, and schedule Planning & Zoning Commission public hearings in March. The plan is then intended to go to the Board of County Commissioners for final action, after which staff will initiate code updates in 2026.
"This is our sixth comprehensive plan work session and final work session on the comprehensive plan," Ellen told the commission. The meeting concluded with commissioners thanking staff and moving to adjourn; a motion to adjourn was made and the chair closed the meeting.
