Petersburg Assembly approves rezoning and budget adjustments, awards two repair contracts

The rezoning of adjacent parcels to create open recreational space was approved with a stated condition precedent that the sale must close; the second reading passed unanimously on roll call.
Contract awards and budget adjustments: The assembly approved awarding the Mountain View Manor freezer repair contract to Steelhead Enterprises in an amount not to exceed $40,000 after a motion and roll-call vote.
Budget ordinance (2025-15): The assembly conducted the second reading of Ordinance 2025-15, a set of FY2026 budget adjustments that included transfers between capital funds, a $66,000 engineering budget for wastewater outfall pipe bid-ready documents, a $25,000 allocation in the wastewater fund for replacement variable frequency drive equipment, and $195,000 for new downtown street light poles using reserved cash. During discussion Member Stan Greger proposed and the assembly adopted an amendment to allocate an additional $11,000 from parks and recreation repair and maintenance to stabilize and repair the bleacher roof and dugout at Mort Bridal Ball field (damage from the September 2025 windstorm). The amendment passed 5–1; the overall ordinance then passed unanimously.
Procurement modernization: The assembly also gave first reading approval to Ordinance 2025-16, which would amend municipal code Chapter 4.04 to permit electronic submission of bids and proposals; the ordinance passed first reading by unanimous voice vote and will return for additional readings per ordinance procedure.
What's next: The bleacher/dugout amendment could be revisited at the third reading if additional, lower bids are received; staff said projects estimated under $30,000 can proceed without a formal bid process but that they were soliciting additional quotes for the bleacher repairs.
