Petersburg Assembly approves rezoning, supplemental budget changes and a generator contract; purchasing ordinance advances

Rezoning: The assembly adopted Ordinance 2025-14 on its third reading, which rezones Government Lot 21 to allow planned development and adjusts adjacent lots to create open recreational space in connection with a pending sale to Skylark Park LLC. The measure passed by roll-call vote with all members voting yes.
Supplemental budget: Ordinance 2025-15 (third reading) amended the FY2026 budget to reallocate $15,901.75 from the auto-meter reading capital project to the electric grid resiliency capital fund, budget $78,000 in revenue for the Banana Point Breakwater Improvement Project (per PIA resolution), appropriate up to $66,000 for engineering to prepare bid-ready documents for a wastewater outfall repair, budget $25,000 for a replacement variable-frequency drive at Pump Station 5, and appropriate $195,000 for new downtown streetlight poles (cash already reserved). The supplemental package also included $11,000 moved from P&R repair and maintenance to fix a bleacher roof and dugout at Mort Fryer Ball Field damaged in the Sept. 26 windstorm. Assembly discussion clarified that some small borough facilities are uninsured by choice and that staff will request quotes and follow up on insurance options. The motion passed unanimously.
Contract approval: The assembly approved final contract form for the Scallabay generator design-build contract with Dawson Construction Inc.; the borough previously awarded the contract in October and the approved design-build approach covers Phase 1 engineering with a later construction-price amendment to return to the assembly for approval. The motion passed unanimously.
Procurement ordinance: Ordinance 2025-16, which would amend chapter 4.04 of the municipal code to allow electronic submission of bids and proposals, was presented on second reading and passed the assembly on its second reading. Assembly members discussed that the change modernizes procurement practice and that electronic submissions are legally binding; the ordinance will require a third reading for final adoption.
