The town's public works department requested authorization to advertise and fill a temporary position while a full-time employee undergoes medical leave. Ted (public works director) told the council the absence is expected to last between six and 12 weeks and that the department needs temporary coverage to maintain plowing, sanding and transfer-station operations. He estimated the full 12-week cost at about $11,500 and said the DPW and town administrator would identify a funding source within the DPW budget.
Town Solicitor advised that the collective bargaining agreement permits the employer to temporarily fill the vacancy under management rights and a specific article allowing temporary fills while a position is vacant. Councilors discussed whether to advertise and whether a conditional offer could be extended subject to ratification by council; a motion was made to advertise for a temporary DPW employee, subject to solicitor review and council approval of any conditional hire, and the motion passed by voice vote. The DPW director said the surgery is expected in January and that an advertising and selection timeline was advisable given staffing needs during winter work.
