Birch and Bay seeks and wins approval to expand upstairs liquor service

The South Kingstown Town Council closed a public hearing Dec. 8 and approved a Class B victualer liquor-license renewal and an expansion to allow alcohol service in an upstairs dining area at Birch and Bay, 323 Main Street, Wakefield.
Owner Shannon Bridal told the council the upstairs area was converted from a former apartment and is intended to provide additional dining capacity. Councilors clarified the requested expansion applies only to the second-floor dining area; the balance of the restaurant’s licensed area remains unchanged.
No members of the public offered comments during the hearing. The council closed the public hearing, then approved the license renewal and the expansion by voice vote. Renewals for liquor licenses were presented as contingent on certificates of good standing from the Rhode Island Division of Taxation, proof of required liability insurance and correction of any fire-code violations.
Staff said the zoning board granted a special-use permit for the expansion on Sept. 17, 2025, and referenced a site plan on file in the town clerk’s office.
