Assistant City Manager Beth Fox presented proposed updates to the city's class-allocation ordinance, and the committee unanimously recommended adoption (ordinance 2025-32) to the city council.
Fox said three new job titles will be added to the probationary public-works schedule: water meter and backflow specialist; water/sewer senior equipment operator; and water meter and backflow foreman. The position title "water meter technician" will be deleted. Fox said these changes do not add new positions but clarify duties and supervision.
Fox also proposed eliminating an existing civil engineer title and creating an S-22 assistant city engineer position that requires a professional engineer (PE) registration; that role would supervise two regular employees and contract employees who assist with inspections. Separately, Fox said the assistant city attorney job description was updated and is proposed to be regraded to S-24 and retitled "deputy city attorney" to improve recruitment competitiveness.
On budget impact, Fox said the two regrade changes combined carry an annualized cost of approximately $39,000; the near-term impact will be lower because both positions are vacant. Committee members asked clarifying questions about the ordinance schedule's "no positions assigned" placeholders and future recruitment.
The committee voted unanimously to recommend adoption of ordinance 2025-32; staff will update ordinance language and reflect budget impacts for council consideration.
