Planning staff posts Unified Development Code materials; hearings scheduled for early 2026

City planning staff told the Woodland Park Board of Adjustment on Dec. 15 that they have published overview videos and the draft Unified Development Code (UDC) on the city's website and that the public review period is underway.
Planning Director Karen Schmidt said a short presentation and chapter-by-chapter videos are available on the planning page and that reviewers can comment through the Conveio document portal. "We'll get that link uploaded," she said, noting the site includes a short overview of each chapter and one for the entire document.
Timing: staff said the Planning Commission hearing is scheduled for Jan. 22 and that City Council is tentatively set to hear the UDC on Feb. 19 (staff also mentioned March 5 as a possible alternative date). Schmidt urged board members to review materials during the public comment period so staff can prepare the final document for public hearing.
Short-term rental ordinance: Schmidt said the short-term rental ordinance approved by voters remains "exactly as adopted by the citizens" and that the only change in the draft UDC is that the ordinance now references the UDC. She told the board the UDC draft clarifies extension metrics and the process for conditional use permit extensions, among other procedural details.
Next steps: staff will upload links and hearing materials and has scheduled the Planning Commission public hearing. The board was asked to review the posted materials and submit any comments ahead of the formal hearings.
