Cape Cod MPO unanimously endorses TIP amendment for Harwich Safe Routes to School after cost update

The Cape Cod Metropolitan Planning Organization on Nov. 17 endorsed Amendment 1 to the federal fiscal year 2026–2030 Transportation Improvement Program to raise the budget for the Harwich Elementary School Safe Routes to School project from $2,400,000 to approximately $3,500,000.
Colleen Munieros, transportation program manager, told the MPO that updated cost estimates reflected an increase of roughly $1,000,000 tied primarily to additional utility work and telephone duct work that had previously been expected to be completed by a separate project but now must be incorporated into the Safe Routes scope. Munieros said the project is funded through statewide/regional transportation improvement funds rather than the Cape Cod regional target and that the 21-day public comment period produced no comments.
The board moved to endorse Amendment 1 during the meeting. Liz Argo moved to endorse the amendment and Kevin Galligan seconded. Staff conducted a roll-call vote; members recorded affirmative votes and Mark Forrest, who joined the meeting after the main roll call, asked to be recorded as voting yes. The motion passed and the chair stated the amendment will move forward for processing.
The amendment changes the program-level funding estimate for the Harwich Safe Routes project and allows the sponsor to advance final design and related utility work under the updated budget. Colleen Munieros said the added cost is related to utility work ‘‘that was supposed to be completed by others, another project, but now it's being rolled into this project.’’
Next procedural steps are administrative processing of the TIP amendment and coordination with project sponsors and MassDOT as the project moves toward final design and construction. Staff said they will advance the amendment according to the TIP/STIP procedures now that the MPO has endorsed it.
Vote at the meeting: motion moved by Liz Argo, seconded by Kevin Galligan; roll-call recorded affirmative votes from Derek Shuster, Sean Handy, Tom Wilson, Robert Lawton, Dan Santos, Doug Brown, Liz Argo, Kevin Galligan, and Mark Forrest; outcome — approved.
